Putnam Regional Organization for Technical and Economic Development, Inc., operating under the trade name PROTEC, Inc. is a 501(c)(3) not-for-profit corporation created in 1991 as a sister organization for the Putnam County Development Authority and serves as the chief fund-raising arm for the authority.

PROTEC supports, and is functionally integrated with, the authority and supports the educational and marketing efforts of the authority. Without the support and efforts of PROTEC, the authority would not be able to provide much-needed assistance to existing Putnam County businesses - both small and large - to enhance competitiveness and to encourage expansion and increase employment opportunities. In addition, the support of PROTEC allows the organization to undertake important industrial recruitment efforts to encourage new business growth in the county. These efforts have become even more important in recent years with reduction and elimination of chemical industry jobs - once a major employer in this area of West Virginia.

The Articles of Incorporation for PROTEC states, in part, the following purposes of the corporation:

To support the purposes of the Putnam County Development Authority, Inc, through all lawful activities, including, but not limited to, collecting, receiving, administering, or disbursing funds and conducting programs and activities to benefit and further the charitable, scientific, literary, or educational programs of the Putnam County Development Authority, Inc., as such programs attempt to assist in the creation and maintenance of employment opportunities in Putnam County, West Virginia; provided, however, that any such activities shall conform to any applicable restrictions imposed on organizations described in Section 501(c)(3) and 509(a)(3) of the Internal Revenue Code of 1986, as amended (the "Code"), and the regulations thereunder;

In furtherance of the specific purpose described above, to apply for, receive, and expend the proceeds of gifts, awards, grants of money, and all other types of personal property and real property, and to acquire, receive, sell, buy, own, lease, divide, subdivide, and manage real property and personal property of any type or character whatever...
